Mexico won’t sign the new free trade agreement between the United States, Mexico and Canada (USMCA) unless the U.S. removes steel and aluminum tariffs on its two neighbors, deputy commerce minister, Juan Carlos Baker, warned during a visit in Ottawa, Canadian media reported.

According to the Mexican official, lawyers and translators are finalizing the text so all three countries can sign the document on Nov. 29 or Nov. 30., but just as Canada, Mexico won’t accept a quota system on metals as a way for the U.S. to remove the duties.

Baker was also critical of Canada’s 25% surtax on some foreign steel products that took effect on Oct. 25, because the measure, the official said, has unfairly hit Mexican products.
