Regulatory burdens and administrative processes often pose one of the main challenges for SMEs. In Nuevo Leon, the “Zero Closures: Trust and Legality for Development” agreement aims to facilitate business compliance rather than resorting to closures for minor administrative violations.


The program’s objective is to facilitate the formalization and operation of local businesses through more streamlined processes and criteria similar to those currently applied to attract foreign investment. This strategy is part of the “Nuevo Leon Cumple” program, promoted by the Ministry of Economy and the Executive Office of the State Government, focused on regulatory simplification, digitization of procedures, and more transparent inspections.


The agreement maintains inspection and sanctioning powers in matters related to civil protection, public health, the environment, safety risks, or cases of repeat offenses.


The state administration seeks to foster a more competitive environment for SMEs by reducing regulatory barriers without compromising regulatory compliance in critical areas.
