COE urges regulatory reforms for investments in Puebla

In light of the need to streamline the process of starting a business in Puebla and the surrounding area to boost economic activity, the Council of Business Organizations (COE) has asked local governments to digitize 60% of the administrative procedures by 2027, in order to reduce processing times and costs, as part of the regulatory improvements needed to attract investment.

César Bonilla Yunes, president of the agency, urgently called on municipal authorities to take the assessment into account to identify which procedures need improvement.

He also noted that municipal governments should seek support from the Organization for Economic Cooperation and Development (OECD) for this study, as previous administrations had planned but were unable to carry out due to a lack of commitment and support for digitization, as well as a lack of training for agency staff on the processes—a situation that would benefit small and medium-sized enterprises (SMEs).

Also urges the authorities not to stand in the way of entrepreneurs, since they create jobs and need streamlined procedures to open businesses and accelerate economic recovery.

He considered it important to prioritize administrative procedures and address any complaints, suggestions, and input from members of the private sector in order to facilitate investment, transparency, and legal certainty in the administrative procedures related to the services provided to individuals and businesses.

He considered it important to strengthen regulatory reform, given that 80% of businesses are micro, small, and medium-sized enterprises and that it typically takes up to 20 days to complete the paperwork to open one of these businesses.
