SAT tax liabilities decrease

The Tax Administration Service (SAT) reduced the tax debts of 36,185 taxpayers—comprising fines, surcharges, and enforcement costs—by more than US$330 million as part of the “2026 Tax Regularization Program.”
As of the end of July, of the total number of taxpayers who have regularized their tax status under this program, 29.8% are businesses, while 70.2% are individuals. The total relief granted to businesses that regularized their status amounted to more than US$227 million. Meanwhile, individuals who corrected their tax status received a total tax relief of more than US$101 million, according to figures released by the SAT in a press release.
The reduction in fines is more than double the total annual tax waivers resulting from the income tax exemption on workers’ social security contributions paid by employers. It represents 94% of the total revenue foregone due to the zero VAT rate on menstrual health products, such as pads and tampons, throughout 2026, which amounts to 350 million, according to the document “Revenue Waivers 2026” from the Ministry of Finance and Public Credit (SHCP).
