Mexico Approves Tax Exemptions for Automotive Sector

The plenary session of the Chamber of Deputies approved the amendments introduced by the Senate to the Income Tax Law (ISR), which exempt the automotive and gasoline industries from the proposed cap on tax deductions and losses.

With 349 votes in favor and 92 against, and no abstentions, lawmakers approved the amendments both in general and in particular, sending the bill to the Federal Executive for subsequent publication in the Official Gazette of the Federation (DOF).

With this decision, the entire fiscal package included in the 2027 Economic Package was finally approved. Although the deadline for its approval expired on October 31, lawmakers argued that the date applied only to the Federal Revenue Law.

The federal government's original proposal sought to impose a cap on tax deductions and losses for companies with revenues of US$2.6 million, as part of efforts to combat tax evasion and avoidance.

However, the Senate voted to introduce a specific provision exempting automotive companies and gas stations from the measure, drawing criticism from opposition lawmakers.

“It should be noted that the implementation of this mechanism takes into account the operational and economic characteristics of certain productive sectors, in order to avoid effects that could unjustifiably harm their competitiveness and development,” argued Carol Antonio Altamirano, chair of the Finance and Public Credit Committee.
